Программа "Балаболка" предназначена для чтения вслух текстовых файлов. Для воспроизведения звуков человеческого голоса могут использоваться любые речевые синтезаторы, установленные на компьютере. Воспроизведение речи можно контролировать при помощи стандартных кнопок, подобных тем, что присутствуют в любой мультимедийной программе ("воспроизвести/приостановить/остановить"). Программа умеет читать вслух содержимое буфера обмена, показывать текст, содержащийся в DOC, EPUB, FB2, HTML, ODT, PDF и RTF файлах.
Изменять настройки шрифта и цвета, управлять процессом чтения из системного трея (области уведомлений) или при помощи глобальных сочетаний клавиш, произносить набираемый на клавиатуре текст, проверять орфографию, делить текстовый файл на несколько файлов меньшего размера, искать омографы.
"Балаболка" предоставляет возможность удалить из текста все знаки переноса на концах строк; это позволит избежать запинок при чтении слов. Текст может быть сохранен в вида аудиофайла (поддерживаются форматы WAV, MP3, OGG и WMA). Программа умеет работать с различными версиями пакета речевых функций Microsoft Speech API (SAPI). Он позволяет изменять скорость и тембр речи.
Программа "Балаболка" также может сохранять текст, читаемый компьютерным голосом, в файлах формата LRC или в тегах ID3 внутри звуковых файлов формата MP3. При воспроизведении такого звукового файла в медиаплеере на компьютере или современном плеере текст отображается синхронно (также, как тексты песен в музыкальных файлах).
Balabolka is a Text-To-Speech (TTS) program. All computer voices installed on your system are available to Balabolka. The on-screen text can be saved as a WAV, MP3, OGG or WMA file. The program can read the clipboard content, view the text from DOC, RTF, PDF, ODT, FB2 and HTML files, customize font and background colour, control reading from the system tray or by the global hotkeys. Balabolka uses various versions of Microsoft Speech API (SAPI); it allows to alter a voice's parameters, including rate and pitch. The user can apply a special substitution list to improve the quality of the voice's articulation. This feature is useful when you want to change the spelling of words. The rules for the pronunciation correction use the syntax of VBScript.

Balabolka can save the synchronized text in external LRC files or in MP3 tags inside the audio files. When an audio file is played with players on a computer or on modern digital audio players, the text are displayed synchronously (at the same way, as lyrics for songs).
